De profesie inginer, Sbârnea s-a instalat așadar la Prefectură după două mandate de senator între 2016 și 2024 în timp ce Vasile Dobre a lăsat postul de director al Electrica cât și pe cel de consilier județean ales în vara anului trecut pentru cel de subprefect.
Cei doi vin la Instituția Prefectului după un mandat de 3 ani și 4 luni al lui Daniel Țiclea secondat de subprefecții Gabriel Ilie și Constantin Cristea. Din cele două posturi de subprefect pe care le avea, județul Buzău a rămas cu unul singur după adoptarea de către Guvern a măsurilor de restrângere bugetară în urma cărora Buzăul, un județ sub 500.000 de locuitori a rămas cu un singur subprefect.
